State Rep. Victoria Garcia Wilburn

State Representative Dr. Victoria Garcia Wilburn was elected to the Indiana House of Representatives on Nov. 8, 2022.

Victoria is the ranking minority member of the House Judiciary Committee and serves as a member of the Employment, Labor and Pensions Committee and Public Health Committee.

As a freshman legislator, State Rep. Garcia Wilburn passed groundbreaking legislation in Public Law 139, providing mental health and resiliency training to public safety professionals statewide. Her dedication to the disability community led to her recognition as Disability Advocate of the Year (2024), and she helped carry signature legislation for Mental Health America. She advocates for promoting state and federal policies that advance health equity and mental and behavioral health initiatives.

Dr. Wilburn has served on the Board of Directors for the American Occupational Therapy Association and Hope Academy Recovery High School, Indiana’s only high school for teens in recovery from substance use disorder. The Indiana Occupational Therapy Association has recognized Dr. Wilburn’s contributions to her profession as Occupational Therapist of the Year, awarded Fellow of the American Occupational Therapy Association, and inducted into the Indiana Latino Leadership Circle. Additionally, her contributions to society have been recognized by her alma mater, Boston University's Alumni Association, Alumni Hall of Fame from her High School (Conant), named Outstanding Woman Leader by the Indiana University Office of Women, and selected by the White House as part of the Inaugural Office of Gun Violence Prevention.

Raised in a working class, union family in the Chicago suburbs, Victoria was a first-generation student and earned her Bachelor of Science in occupational therapy from Boston University (2005) and her Master of Health Science (2012) and Doctor of Health Science (2014) degrees from the University of Indianapolis. She has served as a clinician, health researcher and public health advocate, and currently is an Associate Professor at Indiana University. 

Through her years of professional service, Victoria has gained valuable insight into issues of public safety and health. She is committed to advocating for equitable access to mental and behavioral services for all Hoosiers, including increasing resources for those affected by substance use disorder. Additionally, as a mother and educator, Victoria promotes investing in our state’s public schools and supports gun safety laws. 

Victoria and her husband are the proud parents of three children, whom she notes are her biggest achievements to date.

State Rep. Victoria Garcia Wilburn (D-Fishers) represents House District 32 in Central Indiana, which includes portions of Hamilton and Marion County.
